Program Overview
Steps in Program
Once a traffic offender is deemed eligible to enroll in the CATS program, the traffic offender has the option to enroll in the live program or the online program. The requirements for each program are similar but each program was tailored to meet the needs of any individual who receives a traffic citation in Henderson County, Kentucky. Each program is discussed below, however both program options have three common requirements.

Live Program
- $125 Program Fee (for violations on or after May 1, 2015).
- Traffic Safety Course. A one (1) hour course offered at night or during the day. The first half of the class will be taught by Deputy Terry Harmon from the Henderson County Sheriff’s Office. Deputy Harmon will discuss traffic safety by use of pictures, videos, discussions, and statistics. The latter half of the class will include a number of traffic offenders being placed in a driving simulator (i.e. state-of-the-art software with a driving seat, steering wheel and pedals). Additionally, traffic offenders will be selected to demonstrate the effects of drugs and alcohol using our impaired vision goggles. - Volunteering. The traffic offender must complete two (2) hours of volunteering at any non-profit organization or religious organization. The traffic offender must have a volunteer timesheet form completed and signed by the non-profit organization or religious organization. - Safe Driving. The traffic offender must not receive a moving violation (i.e. pointed violation) or DUI for a period of six (6) months from the date of his or her citation.
Online Program
- $150 Program Fee.
- Traffic Safety Course. Traffic offenders will be required to watch an online video lasting approximately thirty (30) minutes concerning traffic safety. Following the video, the traffic offender will be required to complete a twenty (20) question exam, which they must correctly answer fourteen (14) or more questions correctly in order to pass the exam.
- Volunteering. The traffic offender must complete two (2) hours of volunteering at any non-profit organization or religious organization. The traffic offender must have a volunteer timesheet form completed and signed by the non-profit organization or religious organization. The Henderson County Attorney reserves the right to impose additional requirements depending on the seriousness of the moving violation and the applicant’s criminal history and/or driving record. Further, the Henderson County Attorney reserves the right to require the traffic offender to provide a current copy of his or her driving record from their state of residence.
